How do I reset the COMMENTS TOLBAR to the default setting? (Acrobat reader DC)

I need to reset the COMMENTS TOOLBAR to its default configuration.   Currently it only shows the "color picker" and the "line width selector", and not any of the other tools (sticky note, highlighter, etc).

Version is "Adobe Acrobat Reader DC" version: 2018.011.20058

Operating system is Windows 7.

I fixed the problem by uninstalling, then re-installing the Acrobat DC Reader.  That was straightforward.

Right click on it and choose Rest Toolbars.

Unfortunately, right clicking on the "Comment" icon in the "tools pane" shows two options:  "Open" and "Learn More".  Right clicking on the "Comment" icon when the comment tool bar is displayed does not show anything.

Maybe I am not right clicking on the correct icon. Please be more specific about what I should right click on.

Will appreciate other ideas.
