How does Acrobat limit the number of active devices in a Citrix environment

I have a Citrix environment (1 Citrix Server) with 150 of my Citrix users, but I only purchased 50 Acrobat licenses. I found that some people would use different Citrix accounts to log into Acrobat with the same Adobe ID -- this creates a situation where 150 people can use Acrobat, why is Acrobat's activation device limit not available in Citrix environments? Every Citrix user can log in to Acrobat with the same Adobe ID, is that a bug? How can I prevent this problem?
