How flatten a header in Adobe DC Pro?

Dear All,

Does anybody know how to flatten a header? I need to add two headers on the pdf and I wish to flatten the first one and then add second.

I know that I can export to tiff but this is very time consuming. I have check Preflight but there is no option to flatten a header... Any ideas please?
