how do I change a page size in PDF XI

This option is not available in Acrobat XI as a built-in feature. It is available in Acrobat DC, under the Preflight tool.

What you can do, though, is to use the Adobe PDF printer to print the file to a new paper size, but it will mean losing any form fields, comments, bookmarks, links, etc. that are in it.

Another option is to use a script, like this one I've developed, to scale the pages of the file: Custom-made Adobe Scripts: Acrobat -- Scale PDF Pages

How can I change page size (canvas size) in Acrobat 2015?  There don't seem to be any help files, and "save as" does not given options.

The reply above: " It is available in Acrobat DC, under the Preflight tool.". I am not sure, though, whether this option existed in the long-obsolete early version of Acrobat DC called Acrobat 2015 (or version 12).
