How to Change Rectangle Fill and Border opacity independently in Acrobat Pro

I would like to red-line documents by drawing a red rectangle with 100% opacity around the relevant fields and have the interior "fill" of the rectangle be a ~25% opacity yellow color to highlight the field but be transparent. When right clicking on the rectangle and going to "Propertiest" I only have one opacity slider that affects both the border and fill color the same.

 

How do I adjust the fill and border opacity independently of each other?

This is not a text field, but a comment. Fields don't have an opacity setting at all. Their fill color is either transparent, or not.

And you can't separate the opacity for those two different colors in a comment, either.
