How to extend text form field - why doesn't scroll bar show on the side?

I wonder if you can help with this please.  I have a text form field, where supervisors enter text (as long as they wish) on students' progress.  I have filled in multi line and scroll long text in 'options' - but for some reason, the scroll and + don't show when I open it.  Perhaps I am saving the file wrong?

in adobe DC - how strange! I reopened and the scroll bar appeared
