How to keep Adobe Acrobat Reader from printing as an image

We have a product that uses a print driver that captures the printed output from Adobe Reader. Sometimes Adobe Reader is outputting an image instead of as text. Print As Image is never checked. I can take the same document and print it through a different PDF reader and that output is text and we can process it.

 

Is there a setting somewhere that will force it to print as text?

 

What is causing it to print as an image when the Print as Image checkbox is not checked. Is there something set when the PDF is generated that forces Adobe Reader to output as an image that maybe the other reader is checking for?
