How to make a PDF editable using API?

Hi,

I have a few scanned PDFs from which the text cannot be selected. Using the Adobe Acrobat DC app's EDIT option I am able to select the text from scanned documents. How can I make a scanned PDF editable programmatically using APIs instead of using the EDIT option from the Adobe app?  Please find the below image of the EDIT option from the app.

Adobe Acrobat doesn't have a API for this.
