How to make text overlay images/objects without decreasing opacity?

Tring to make an organizational chart. The template given to me had rectangles given as images, with each persons name and job title. It worked fine, but when I copy and paste the image it covers up any text. Eventually I deleted the images and made rectangles, lining them all up with the line object connecting them. Text is not seen through that either, unless I decrease the opacity to the point that there isn't any color in the rectangles.

 

Is my only option to use rectangles with no fill color?

This is typically done in Illustrator or InDesign. You could try to select the image and text at the same time, or edit the object and right click, where you can arrange the order of object (Tools> Edit pdf> select object> right click> Arrange).
