Hello Community!
Is there any way to open a window inside Windows when opening a PDF file?
The objective here would be to simulate a ransomware attack while using a PDF file in a phishing campaign. When the user would open the PDF file he/she would be presented with a different window stating that all the files had been encrypted (although this not being true and only a drill).

No, and your example is the reason for that: If you could trigger operating system events from a PDF file, you would open up the user's computer to a malware attack.

Correct, as was already pointed out, as long as the user allows it. It will not just pop up, and opening a web page is not running a generic windows application.
