How to prevent PDF from opening to TOC in web browser

HI

I have some users that when opening up a PDF via web browser it opens to the TOC.  Is there a way to prevent that from happening so it automatically opens the first page?

Sadly, that is not possible. Most third-party PDF viewers don't adhere to all the PDF features and capabilities. 

If those users are part of your org, you can suggest them to install the Acrobat Chrome extension for Google Chrome.
