How to tag tables made without headers

I have to remediate pdfs of meeting minutes with tables that comprise a list of attendance. They are all made without any headers, so basically they are presentation, or layout, tables. They look like this: 

There is a title above the table, not inside it. I've tried tagging the title as a TH nested within the table and giving it the span of the number of columns represented, but that doesn't work.
Technically, the content is more of a checklist than a data table. How can I tag these?
