Hello! Since we had issue in the past with documents being revised outside of the working file, we have set in place a process for version control where we are adding a security password in InDesign while still allowing for comments, form filling and signing when we export in pdf. As I am trying to gather external comments for final approval and review, acrobat is not letting me select the allow comments because it is a secured document (without distinction that this one should not be locked for comments). I found an answer from 2018 (https://community.adobe.com/t5/acrobat-discussions/why-i-can-not-send-protected-file-for-review/m-p/...). Sending by email seems very backward to me as it means that it is no longer a live document where we can gather all comments at the same time together. Exporting the file without securing to allow comments is defeating the purpose of securing it in the first place as we want to make sure that people will not edit the file. Is there any other work around that would allow me to share a secure document AND gather comments on the same document too. (aside from asking people to put comments on document save and share again in a certain order...) Thank you!

Please let us know how you have added the security password. Share the steps you do.
Did you try adding security in Acrobat itself and then sharing it with others to collect comments?
Share both the application and OS version in use.
Let us know if the issue is already resolved.
