What do you mean "use in a web based application" exactly? Please describe your potential use case in more detail.

We have made a web base application for our client. Now his requirement is to PDF merging, Page reordering, Page adding/removing, Watermarking, Annotations/notes, Page numbering, Split PDF document by file size using web base application. So we are searching for any web API (which work same as like Acrobat Reader DC) for our web based application.

Adobe doesn't offer such an API. It has its own online service that does that (PDF Pack), though.

Can we integrate that online service inside our web based application??

I don't think so.

Actually, it might be possible using something called Adobe I/O... You can ask about it here: Adobe Experience Manager

By the way, Acrobat Reader does not do ANY of your requirements, locally, with or without an API. These are not present in Reader, only in Acrobat.

You can use a non-Adobe library to do it. If it needs to have a visual interface it's going to be a very complex project, though.
If you only want a back-end tool to do these things I've developed very similar tools in the past. Feel free to contact me privately (try6767 at gmail.com) to discuss it further, if you're interested in hiring someone to do it for you.
