HTML to PDF - Relative File Links

I'm in a situation where I have reports being generated in HTML which include links to files using relative file paths.

If I use Acrobat to convert one of these HTML files to a PDF, the relative file paths appear to be changed to absolute paths, and all links are interpreted as being web links (causing the link to open in the default web browser). However, if I first open the HTML file in an application like Microsoft Word, and then export to a PDF using Acrobat PDF Maker, all the relative file paths are instead retained and are properly interpreted as being file links.

I'm wondering if this might be a difference with the plugin used for exporting PDFs from Office applications, and if there's any way to have Acrobat treat links in HTML files similarly when converting. Thanks!
