I cannot combine pdf files on adobe even though I'm signed in

Hope you are doing well and sorry to hear that.

What happens when you try to combine the PDF files? Do you get any error messages? If yes, please share the screenshot of the same for a better understanding.

Is this an issue with a particular PDF file or with any PDF files that you try to combine? Please try using a different set of files and check.

Also, make sure you have the recent version of Acrobat DC installed. Go to Help > Check for updates and reboot the computer once.

Also please try to combine the files online via the Document Cloud https://acrobat.adobe.com/link/home/ and see if that works for you.
