I Just want to install Acrobat PRO DC for my End-Users and the creative cloud solution is HELL.

What is the easiest way to manage licenses and install Acrobat PRO for my end users? The creative cloud desktop application is massively overkill.  I just want one application to edit PDFs like they used to prior to the subscription platform.  I downloaded one installer and after the first installation they all are asking for a serial number.  I miss the days of standard licensing and running a single MSI with a serial number.  Hell, I'd even download one MSI and have them sign in.  But all this extra stuff is nonsense if you aren't using the entire creative suite.

If it's asking for a serial number you used the wrong installer. Acrobat DC is subscription based. It doesn't use serial numbers at all.

Sounds as if you might have either the wrong license or wrong download. Do NOT buy retail subscriptions! They are not made to be managed by the company, they are for the end user to own and manage, and the company has no rights.
