If, then, else for submit

I am trying to make a form for request of leave. I have a dropdown box with a list of departments.

I need my submit button to look at the chosen department then send to the appropriate email. So if they choose, from the drop down,the finance dept, then I need it to submit to that particular dept head.

 If they choose fire dept, then I need it to submit to that dept head etc...

This is just the first problem I'm running into. I would love to find a way to submit the form without using a mail client but I have NO experience in that kind of coding.
