Image added will not be "sent to back", just goes blank

I have added an image to my pdf and want it to appear on top of the content of the pdf.  However, when I try to arrange and then send to back, the image goes blank.  It is only 1 page of content, there are no layers or other issues that I can find.  Please help!!
