I use to be able to create image only/flat PDFs before but something has changed and I can no loger make a pdf image only. I have tried many things:
Nothing has worked so far. For referene I need to be able to tag these pages as image and it doesn't matter what I do, when I auto tag it still picks up the content. The Reading Order tool won't allow me to select the content and mark as image.
Any ideas/suggestions?

If the file is secured and doesn't allow content extraction, Acrobat won't allow you to export the pages as images, as well it should.
Other applications might, though.

I'm able to print it, then I scanned it as a PDF, also treid JPG, TIFF, etc. to "flatten" the image, this has always worked for me before but now the tragging is still picks up the content. I even scanned it as a photo, used the advanced setting of "print as image" and it just won't flatten the file. I feel lik in an effort to improve tagging, Adobe has become restrictive when you need to bypass tagging.

I answered my own question.
Answer: something changed in Adobe Acrobat, a recent update perhaps, this setting in preferences was enabled (Enhance document accessibility with cloud-based auto-tagging. (adobe.com), once I unchecked it the PDF and tagging started behaving as they previously did allowing me to tag scanned images as figures.
