Images Not Filling Image Boxes Properly in PDF Form

We have created a PDF form document, and we have specific guidelines and boxes for inserting images.
When creating the form, I have ensured that the box is the correct size to the image, however, the image will not fill the box.
(see attached image, pink box is to show the size the image is supposed to be)

We have tried changing the box size, making the boxes round numbers, and still, the images do not fill the entire space; some better than others.
The solution we have come up with for now is to make the boxes in the background white, so you cannot see the error in fitment.

Is this just how Adobe works? Or is there a property that I can modify to ensure the image fills the entire box?

Any help on this would be greatly appreciated.

I want to say thank you, may sound silly, but when you said that I re-looked at the properties.
We didn't have "fit to bounds" clicked. (We thought this applied to the little image icon not the actual photo)
