What is stemming locale?

Every time I want to add a file to my index it says that stemming locale has changed. What have I done to change it? I means I have to do a rebuild that takes a long time to do.

When I go to Control Panel I do not get Programs and Features as an option.

Hi Amal,

I solved the Stemming message problem, but I still get no difference between build and rebuild. I expect build to just extend the index to contain the pages of a new data file. This used to happen.
