Inserting pages into a pdf file matching the strings

I have to work with a pdf file which has pages with certain headings. Now, there are list of other pdf files in another folder which has to be inserted matching the headings in the first file. 

e.g. - FILE1.pdf  has page 17

so there is a file 1_SUG_32-030-01-01.pdf that has to be inserted after Page 17. 

Similarly page 19 in file1.pdf has 

so there is a file 1_SUG_32-080-00-01.pdf that has to be inserted after Page 19 and so on.

Please go to Tools > Organize pages > Insert > From file as shown in the screenshot below:

Thank you for your reply. Yes, we are doing it the way you have mentioned. But I want to do it using script automatically. Let the script read the numbers underneath the TC NO: find the file with that number and insert after that page automatically.
