did you set your preferred install language in your cc desktop app preference settings?:

 

uninstall* your current app that's using an incorrect language. then follow these instructions to install with the correct language: https://helpx.adobe.com/creative-cloud/kb/change-installed-language.html

 

*uninstall using the correct uninstaller from https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-mes...
