Interactive layers - viewing issue

I am creating an interactive page in a PDF for work, but am running into some issues. I have a grid of photos and have made it so that each photo can be clicked on to get more information about it. I had imported layers of information and created buttons, so that the various layers are visible on mouse down and made invisible again on exit. Everything seems great. However, when I first open the document and go down to that page, the section with the images scrolls through all the layers quickly and the final one is then displayed. As soon as I move my mouse over it, it disappears and goes back to how it's supposed to be.

 

It feels like a glitch but I am not sure how to fix it. Is there something I can do so that the layers stay invisible until they are activated by clicking?
