is there a limit for building construction drawings

I work with large scanned blueprints.
For my work it is necessary to measure lengths from the plan.
Now I have a plan in which Acrobat DC Pro, or my i7 Intel 16GB RAM, moves the plan only very very slowly and constantly gives no feedback. Who knows what to do to work more smoothly?
