issues with highlighting figures and tables in reading order

i'm trying to make a lab report accessible but i cant seem to highlight some of the figures and tables on the document. Some figures/tables highlight and i am able to tag them as 'figure' or 'table' respectively but others won't budge. what could be the issue?

What are you using to try to tag these figures and tables? I'm assuming it's a PDF document using Acrobat Pro DC. Can you confirm?

Did you start by generating the pdf by saving as interactive pdf rather that print to PDF?

The way, and by what means the PDF was created can make a huge impact on if, how, and how easily tags can be manipulated in Acrobat.  Did you make the PDF, or did you inherit it?  Was it a Word doc, or from another application?  Did it have a tagging structure, or did you ad that?
