Letting one person fill in a form, but then locking it

I am preparing a form for my client to fill in. Have done this many times, but here is a new wrinkle.

 

I want him to be able to update as necessary, but then be able to somehow lock it or change it from a fillable file to one that is static, so that he can distribute to his clients and then cannot mess with it.

 

Not sure how to do this.
