I've spent the better part of two days trying to figure out how to create a link that opens an attachment in a PDF. It has been frustrating and much of the information out there is old. This is correct as of 03/04/2020. I have attached to my post a PDF with the instructions with images that are numbered for anyone that is more visual.
For the purposes of these instructions my main PDF is called “Leading the way” and the attachment is “Success”.

Open the main PDF—that you want to add the links and attachments to.
If you have not already done so, you will need to add your attachments to your PDF (see Inserting “attachments” into main PDF). If you already have added the attachments and just need help with linking skip to “Linking the Attachment”.
Inserting "attachments" into the main PDF
Open main PDF.
A. Left side of Adobe, click the very small triangle arrow in the middle, that will pop out a menu bar (it contains the Page Thumbnails—two pages icon, Bookmarks—flag icon, and Attachments—paper clip).
B. Click on the paper clip icon.
C. That opens up the Attachments menu. Choose the paper clip with the plus attached to it.
D. That opens your explorer window. Choose your attachment by clicking on it (you are only able to attach PDFs--NO excel, word, jpeg, etc.).
E. Click open at the bottom of your explorer window.
F. Your attachment will now appear in the Attachment menu!
G. I close the attachments window at this point and save. (For some reason I cannot save if I have the Attachments menu open.)
Linking the Attachment
Open both the main PDF “Leading the way” and the attachment is “Success” (two tabs)
1. Highlight the text you want to be the link. I am choosing the word “Success”
2. Right click in the highlighted area.
3. A menu pops up. Choose create link.
4. Create Link menu opens up.
You need to decide how you want your link to look.
Link Appearance:
Link type: Invisible Rectangle
Highlight Style: None
5. Link Action:
Go to a page view
6. Click Next.
7. “Create Go to View” menu opens. This is the tricky part!
8. Click on the open attachment you want to link to. Put your cursor at the top of the attachment’s first page. And choose Set Link.
9. SAVE the PDF.
