Is there a way to make a fillable form that, when you send it to someone to sign, they can ONLY sign, and not change anything in the fillable fields?

Yes, you may create a PDF form and then use Acrobat Sign to send the document for signature.
In Acrobat Sign, you can assign the form fields that need to be filled by the recipient. The user will not be able to edit or change anything on that form except the form field assigned to him/ her.

Please try to assign the signature fields to the signer on the documents, when adding fields to your agreement, it is important to assign each field to a recipient. The field assignment determines which recipient is allowed to interact with that field, to the exclusion of all others. For more information please check the help pages listed below:
