move license to other ID

Hello,

i need to move annual license from my Id to another one. 

I would like to know how i should proceed.

If I will cancel my plan other user will be able to use the same key license on other Adobe ID ?

I do not need Adobe Pro any more and i would like to reasign this license to another user.

This license is assigned to simple Adobe account not bussiness one.
