Mysterious tab order problem between pages

I am attaching a PDF form I created here that is showing odd tab order results.

 

At the end of the first page (in field #38), hitting the tab takes you to field #14 further up on that page rather than to the 1st field on page 2.  Therefore, if you use the tab to proceed between fields instead of your mouse, you will forever be stuck on the first page.

 

The tab order works correctly betwen page 2 and page 3.

 

Any ideas as to why things are funky at the bottom of page 1?  Or what I can do about it?

Open the pages panel, right-click page 1 and select Page Properties.  In the Tab Order tab, select "unspecified".

I should note that this tab order issue happen if the PDF is opened in Acrobat Pro -Enterprise version 2025.001.20844, or in Microsoft Edge version 142.0.3595.53

 

Also, interestingly enough, the tab order is not just jumping up from the bottom of the page to field #14, but to the SECOND HALF of field #14 (which is a two-value radio button field).

 

Weird.

Thanks for that answer.  I was looking for a place for more general settings and didn't realize I had to first click on "organize pages" to be able to get to it.

 

That did the trick!
