Navigating comment list with arrow key

In the past I have been able to navigate the comments list with the arrow keys. That, combined with shift + K to check the boxes, allowed for mouse-free navigation of proofread PDFs with hundreds of comments.
Now I'm getting two different weirdnesses. Sometimes nothing happens at all, and I have to click on a comment, as if it didn't have the focus (even though I did nothing to take focus away from the comment).
Other times, the arrow key is working, then refuses to move to the next comment in the list, instead cycling back to 2 or 3 comments prior. It will repeat that when I keep hitting hit, cycling back again and again.
As I may have noted in previous posts, I use Acrobat for ONE purpose--every couple of months I have to navigate through a proofread book, each chapter with two or three hundred comments from the proofreader--and lately it seems every time I need to do this, something in Acrobat is changed or broken. Having to reach for the mouse hundreds or thousands of times is truly frustrating.

As you know you can select a comment by clicking on it. So the comment gets selected if you click any where on the comment i.e in the text area or any other part of the comment.
Navigation issue happens only when you click in text areas of a single comment more than once. Please note that number of clicks does not affect navigation when it is done outside of text areas of a comment.
Let us say you click in texts area of a comment only once, then comment gets selected and you can navigate to the next comment by arrows key. But whenever you click more than once in texts area of a single comment then cursor goes into text selection mode and you cannot navigate to the next/previous comment by arrow key though you can select and copy full/partial texts of that comment in this scenario.
There is a simple way to come out of text selection mode. You need to press Esc so that you can navigate to previous/next comment if you like to.
