What do you mean by "pdf link"? Is it a link from a PDF file? To a PDF file? To a web-page?

And what do you mean by "new window"? Is it a new window of the PDF application? Browser? Something else?

I hav 1 aweb page. There is a link to a PDF.

When you click the link, it automatically downloads/

I want it to open in a new browser window or tab.

You can't do that. The browser handles the file based on the user's preferences. If they want to download it, it will download. You can force the link to open in a new tab/window (by adding the property target="_blank" to the HTML <A> tag), but you can't force the file to be displayed in it.
