open pdf at specific location in a web viewer auto-zoomed in to a specific item in the pdf;

I have a browser based application which has a list of items. Many of those items are available in a pdf file which is also located on the server.

Action: I click the item in the web application (in Chrome or Edge) so that it opens the pdf overlayed on the browser with the help of some pdf viewer.

But here is how things get interesting:

1. I want to open the pdf zoomed in at a specific location showing the same item in the pdf which I clicked on the web application. How do I achieve this?

2. I can highlight the items in the pdf file manually. If there is a tool to encircle/en-rectangle desired text/items in the pdf, please let me know.

3. However, how do I connect each highlighted item/area on the pdf with its corresponding mapping item on the web application? I think this can be achieved by assigning a unique uri/url to each of the highlighted items on the pdf OR maybe by utilizing coordinates of those highlighted items on the pdf? But I have no idea how to do this. 

Any help regarding required toolset/api/plugin would be appreciated from Adobe community.

I don't believe this is possible anywhere else beside the Adobe PDF plugin, which is almost never used anymore, unfortunately.
