Organize Pages tool won't save chnages

We assemble petitions for visas and we have used this tool multible times to do so but today we received this error message when we tried to organize a petition and save the changes.

We were told that someone might have locked one of the document we were trying to organize but we need to know how to unlock or how to work around this.

For security reasons, digitally signed documents cannot be unlocked.  Doing so would make them legally invalid.

My confusion is that it has let us organize similar documents but there is an occasional document here and there that it won't let us organize. They have all been signed in the same way but some can be organized and some cannot.

Sometimes it gives that error on a PDF that doesn't have any signatures on it as well.

I suspect it's originating on the system of whoever sent it to you and there's nothing you can do about it at your end without a password.
