Other elements alt text - failed when it's a link underline

I've come across this accessibility checker issue within Adobe Acrobat Pro DC. Where the underline for a link is showing up like its a figure. I had the document automatically tagged, I already tagged all unmarked links as links, gave every thing else Alt text, and I cant seem to figure out why it's doing this. Because it is a graphic element. It's not part of the link object. Same as the underline under the "References" title at the top of the page.
