Output Preview pixels/in don't match ppi in preflight results

On our PDF, when we run preflight to identify images less than 250ppi it identifies an image at 126.872 ppi. When we use the Output Preview Object Inspector and select the same image, it shows as 12.687 pixels/in. This doesn't happen consistently on PDFs. Is this a bug in the output or something i'm missing?Screenshot 2024-07-31 at 9.17.38 AM.png

It would be hard to suggest or agree with anything this way just by looking at the screenshots. First, we need to determine how the PDF was created and whether it was optimized. Then, we can work towards doing the comparison.
