PDF combination and page organization not working

I have a 19 page PDF that I combined 3 single page pdf's into- totalling 22 pages.  When I organize them into the correct order and save, the resulting document is 12 pages.  I have all of these pdf's saved on my computer and have restarted to see if that helps.  Not sure what to do from here!

Update: I deleted all the docs from my computer, then downloaded everything again, and was able to successfully combine and organize the pages! All good now!
