Hi,

What is Adobe's policy on selling PDFs for print with original designs? The designs for sale will be in the rasterized format.

Adobe has no policy on this since PDF is an international standard format. You are perfectly free to sell PDF files as long as there is no content in the PDF file from third party sources that require licensing / royalties and/or permissions.
