PDF export from CAD. Use many commands in the PDF and its so slowly

We export PDF from the Software CAD. After that other Persons create a lot of Commands in the Document. The Document is now soooo slowly. We dont can work with this documents with the comments. When we disable the comments than its working good. How we can fix that?
