PDF Fillable form -not fillable after using Java to send doc by email

Hi there,
I have a fillable form that has the following:
Team Member fills in then hits button (Java script) opens email to send document to their Leader
Leader completes the remainder of the form then hits their button (Java script) opens an email and sends it to me for processing.
PROBLEM: when the Leader receives the form they are not able to complete their section. They can choose the fields but can not type in them.

The person who completed the TM part of the form used Adobe Reader. I have adobe DC and I was unable to complete the Leadership portion of the form when I received it by email.

Ask them for a full-window screenshot. Many times people think they use Reader when in fact they don't.
The most common issues are caused by opening the file in a browser window.

The TM opening up the form first and completing is using Adobe Acrobat Reader DC - not opened in a browser.

It's like when it is emailed the first time from the Team Member to the Leader all fields get locked - how do I get it to not lock the Leader's section?

Or not lock the form at all. It is not important if the entire form remains fillable.

All the fields in this file have been locked and set as read-only. However, I don't see any script that would have done that, so it was probably done manually by whoever filled it in.

so I just tried it using Reader. signed using the following - and it locked it -
So how can I make this work so the top half/ TM portion of the document is the only portion that gets locked??

Use a Signature field. It will allow you to specify which fields should be locked when it is signed.

is there a way to get around this? - Our TM's are going to have a difficult time with this
