Hi,
i have created a pdf form that requires the initiator to fill up and sign with a send button to email that will be sent out for approval (requires signature from approver).
Issue: when sending out the form to email, the approver still can edit the entries. Is there anyway that the filled up form will be flattened and only the field for approver signature is left out?

Hope you are doing well and sorry for the trouble. As described, the approver is unable to fill and sign the PDF form once it is signed by the initiator.
- Would you mind sharing the workflow/steps you are doing to send the document for signature by approver?
Once the PDF is signed it gets locked for further changes. Please try to send the documents for signature via Fill and Sign > Request for signature tool (Powered by Adobe Sign) For more information about know how please check the help page - https://helpx.adobe.com/acrobat/using/send-for-signature.html

Add two digital signature fields and use the first one yourself before sending out the form. You can set it to lock all other fields, except for the other signature one.

Do you have the process to do this? I have locked all the fillable parts from the proterties of the fields. My understanding on "lock" is just lock the setting for each field

It has nothing to do with the Lock property of the fields. In order to do it go to the Properties of the signature field and under the Signed tab you'll see several options for locking all (or some) of the fields.
