PDF highlights differently in adobe and mac preview

Hello! I When I tried to highlight some pages of this pdf on mac preview, it appears like this, but on some pages I'm able to highlight one word at a time like a normal pdf. I opened this pdf on adobe and was able to highlight each word on all pages. But I was wondering if there's anything I can do to achieve the same on mac preview instead? I ran this pdf through the ocr converter but nothing happened. Your help is much appreciated!

Preview is known to be a buggy application, and should be avoided, if possible.

Issues with it should be reported to Apple.
