I have created a couple forms for a client and on one form when I open it in Adobe Acrobat on Android the fields are not fillable. I cannot tell the difference in how the file is saving to find out why it isn't working. I can also open two of the files in the Chrome Browser on my Mac and the form is fillable. I'm unsure why the Beef Questionnaire is different and why the fields aren't working. They seem fine when I am in Acrobat Pro whilst creating the file.

There are no fillable form fields ont he Beef questionair.

@Thom Parker that's the weird thin.
Here I am attaching the files right after I saved them in Adobe Adrobat Pro. When I open the files in Apple Preview on my Mac OS device they open right away and are editable. Then I upload them to the website and they don't work. Can you see if it works.

Both files contain form fields.
Something happened to the Beef file on the way to the upload. It was flattened out by a non-Adobe tool. I can tell because the down arrow symbol on the drop box area is not the real appearance of the field. It was recreated by some other tool and flattened.
So, what is the exact process for uploading the file after saving it from Acrobat?

Must be something happening with the WordPress tools I am using. I'll have to see if one of my developers can drop it into the directory directly instead of uploading through the WordPress UI.

In comparing the document properties I can see the following:
File that works:

So WordPress is definitely doing something to the file.

Well there you go. That is pretty bad. It's trying to do some kind of conditioning on the file and corrupting it in the process.
Might have something to do with how the files are stored on the server. I doubt that it is WordPress directly, but an add-in used by your app. There are many wordpress add-ins for handling PDFs. So you dont' need this one. Although there might be a reason why it can't be uploaded directly.
