PDF reader strip plugin

When I am reading manual and books, I like to keep track of the line that I am on by using a reader strip. Here is an example of one:

Now I am using more PDF files, and I find I could use something like this. I even feel the need for it more because a lot of the material I read via PDF is interactive. I mean that my eyes move from the document to other places on the computer. Could someone suggest a plugin or addon to Acrobat DC that could help with this? To be clear; I want something that helps my eyes not to lose the place where I should be reading. Thanks

I can't believe this isn't a thing already.  I'm trying to slog through an 1850 Census and the scans of the pages are understandably warped. But I need to transcribe the details to a Notion table, and I'm like...is there a plugin for PDFs for reading strips, like I used when I was a kid?  Guess not, eh?
