PDF that forces "save as", but still allows filling fields

context: My boss is looking for a PDF that operates like read-only file property in windows; you can fill in fields, but if there is a change you must save as. No overwriting.

This is in a Win10 environment so making the file read-only is an option, but we work in a cloud based system to allow us to work from home if need be. Which is were the problem is. if marked as read only and then put in Microsoft Onenote it just looses read-only. If put in dropbox it maintains read-only, unless it is synced to another computer, that other computer's version of the file does not have read-only.

Question: is there a setting in the PDF that can be set to get the same state.  Most of the solutions i have seen lock the pdf from being edited at all, i need it to be editable, atleast to the point of filling in fields, but not allowing the file to be overwritten.

Just an idea: if your users are using Dropbox, and always work with the synched folders, it should be possible to make the local synched folder in which you store the files read-only. When you set up the share for that folder, set it for all users except the admin (who updates documents) to reading only.

This should actually work, but had to be tested.

There's no setting in the PDF file itself that does that. This is something you need to sort out at the file (and folder) permissions level.
