PDF to Word issue

OK so I have output a multi-page PDF to image sequence. 8.5x11. Combine those into new PDF. The images fill the 8.5x11 page. Export same PDF to Word doc... and the resultant word doc has cropped image per page, where the extant text sits. So it's as if PDF export will not send out the whole page but only the content on that page. How to make this NOT happen and send the whole page?
