Bonjour.
Hello
I’m having trouble loading and manipulating PDF files sent by a client. Acrobat takes tens of seconds to load a 2.3Mb file (then suffers some graphical glitches, and atrocious framerate), while indesign can’t load the files at all.
Files are on the local disk and neither the CPU or RAM seem to be overly affected

I have no problem opening the file, but I'm using an older version of Acrobat. It does contain multiple layers, though, with a lot of graphical information on them, and they all need to refresh each time you open it, change the view, etc. That might explain the issues you're seeing.

My iMac is similar to yours and your pdf opens quickly here using Acrobat 2023.008.20555. Does restarting your iMac help? If you don't need to keep the objects on separate layers, you could try saving as an optimized pdf and flattening the visible layers, but the problem seems to be with your Acrobat. Check for Acrobat updates (under the Help menu).
