Print to PDF creates many 1 page PDF's to save rather than 1 large multipage PDF, why?

I am trying to select a few multi-page items to print to PDF.  Rather than scanning all of the pages into 1 large PDF it asks me to download/save each page as an individual PDF.  I would then merge them into 1 PDF, which is very time consuming.  is there a way for "Print to PDF" just create 1 large multipage PDF rather than each individual page it's own pdf?

Not sure if this info matters but I am attemting to print multiple selections from a print queue in our database system.
